Gnolls have a pirate presence and a presence in all of eastern kingdoms, especially where Kul'Tiras used to be. The closest Trogg area to where Kul'Tiras Originated is in Dun Morogh. Obviously Kul'Tiras wasn't in that tiny bay, that's been retconned, but it was at least near Gilneas and north of Dun Morogh.

Alteric mountains, Arathi Highlands has multiple packs of Gnolls. Which is around the area where Kul'Tiras was. Originally Kul'Tiras was between dun Morogh and Gilneas but that's not physically possible anymore.

As for pirates, Southsea freebooters(or just Southsea pirates) had Gnolls.
