I think the main reason theyre there is that canonically, theyre all sacrificed at once, together, and it would be insanely impossible to get everyone's character in that cutscene, let along considering that not everyone has every class

The Forsaken have free will. That's the basis for what they are. They regained their will when the Lich King was weak. As it stands, they just loyally serve Sylvannas. The means of controlling the undead comes from the Helm of Dominion, which the Lich King wears.
