There is 2 possibilities for Nazjatar
Either it's already in the surface and we have to discover it, or it will be raised from the sea, either by some sort of magic like how Guldan raised the broken shore from the sea or when Nzoth break free from his prison
for nyalotha, we can access it somehow, like a portal to another dimension with some sort of protection to avoid falling to it's corruption
nyalotha - we could go to - i would rather it be the culmination of a purely old god expac

Well I hate to break it to you, but Allied Races seems to be Blizzards way of adding in new races moving forward
so far, theyve been explicitly stated as not limited to sub races
blizz has stated multiple times that they called them allied races for a reason instead of just going with "sub races"
Zandalari Trolls are what other allied races should be.

I think they key part about allied races is getting to know them on your adventure, to grow on them, which makes the experience leveling one 10x better.

bfa is all about "hurr horde vs ally" even the poster for the expac is faction war
there's even a WAR CAMPAIGN
you cant reasonably fit a neutral race there
The advertisements for Pandaria were all about the continent and the pandarens and monks
when joining the horde as a pandaren garrosh literally gives a speech about how they have to kill their alliance family
