bfa adds 6 reps per faction atm, so only 99 obtainable reps that count (assuming Talon's Vengeance indeed counts)
but lol that includes bloodsail buccaneers at exalted, which is otherwise pointless
if you had zandalar tribe and shendralar, you'll be at 101/100 if you get all 99 bfa-obtainable reps. that means you could skip bloodsail if you wanted

that's just them not hitting the right spells then. 🤷 I've been leveling without heirlooms and things go by slightly slower and my tank in full looms never stays in combat for more than a minute or so with everyone else on bosses.
