There's a normal (PvE) option and an option that specifically states it's the PVP version. There's an issue with the PvP version where the queue never seems to pop. The normal PvE version however pops within minutes.

Yup, Well Blizzard has said in recent interviews that no race is off the table yet ;) and Muffinus has said they've acknowledged the amount of support High Elves are getting in thr community, and even called them a community favourite (someone DM'd him) also him teasing them confrims they acknowledge that people want them(not saying there confirmed) and Blizzard wants suggestions for allied races, so they're not really tired of them :D

Hopefully it does get explored if they ever are made into an allied race because no other race is actually balanced between nature and arcane magic.

sethrak are pretty much neglected atm,they still have cataclysm 512x512 textures,vulpera on the other hand are much more polished and have more customization options than a bunch of playable races,so it's hard to say blizz would just waste all this development resources put into them by not making them playable

Sylvanas used to be special in that she was the only/first dark ranger to fully rebind herself to her body, but they changed it to all dark rangers in Wrath/cata, which is a shame because the idea of a ranger moving in and out of her body during combat is badass
