Blight was first created back in Wrath of the Lich King. Funding by Sylvanas and produced by Putriss. It was first deployed at the Wrathgate. Back during WoTLK you could see its creation and testing on the living, I believe it was a leper gnome or captured human, and an undead from the outside.
It killed both and is considerd a resounding success.

in the silverpine forest questlines when you go to the Forsaken forward command the forsaken throwing the blight say stuff about how weak the blight is and the worgen are running through it doing almost nothing to them
also that strain of blight is crafted with wild fauna and flora from silverpine

Silverpine, to my knowledge, takes place after the Siege of Gilneas though. And the Gilneans were getting killed by it, even as worgen so that's a bit odd for it to suddenly be weak.
