garrison hearthstone isn't very powerful

any teleport that works on azeroth makes sense to work between azeroth and draenor without much more effort

khadgar, a normal mage (ok, perhaps a bit more than normal, but he's not as powerful as e.g. Gul'dan), opened a portal to a capital city even after the dark portal was destroyed

• other less powerful mages keep permanent portals between ashran and various cities open
