The majority of zones still have a min level requirement. Classic zones scale up to 60, BC/LK goes from 58-80, Cata/MoP 80-90, WoD has not changed at all it’s still 90-100.
There is a thing on there that will tell you the min level for every zone.

Pandaria and Draenor I enjoyed because of the zone design. Dunno why, but the art style and immersion in those expansions just seems better than Legion. Legion obviously wins on content, but doesn't win on the environments. They all seemed far too disconnected. Completely contrasting to the neighbouring zones at the very border. It didn't feel like one big place, like Pandaria or Draenor.
Also, at least in MoP and WoD the over-arching bad guys seemed to have a continous presence relative to their threat. On the Broken Isles, the "greatest invasion Azeroth has ever seen" seemed to have no presence at all in large areas of the Island. They had barely a foothold. At least with Battle for Azeroth, it should be different. At least to begin with.

Oh, individually, each zone is really nicely designed and just because its not my favourite group it doesn't mean I dislike them. I just that, for example, moving from Aszuna to Val'Sharah had a definite and immediate change. A major contrast

I think they all have their goods and bads. Pandaria was gorgeous and flowed beautifully, but at times the zones weren’t very distinct from one another. Broken isles zones are very disconnected, but have their own very distinct feel.
