You seem to have failed to notice that there are many world quests representing a faction that isn't exclusive to the zone they're in, yet they award reputation for both factions. Other Honorbound quests that don't involve a material turn-in will award 75 with them, and 75 with Voldunai for example, or 175 with Tortollan Seekers and 75 with Talanji's Expedition, because the quests are carried out in their respective zones regardless of the representing faction. This particular world quest is the only one that doesn't do that. Since these matters are really not hard for your massive brain to understand, maybe you can explain why that is.

it'd just be annoying to travel to the opposite faction's isle of zones just to turn in some supplies, when it can instead be at your own hub

going further, all WQs in the opposite factions areas give rep with the appropriate war campaign based reputation (and in some cases also to whoever's listed on the WQ, like Champions of Azeroth aka Magni's WQ)

there is however WQs where the appropriate zone's faction wants supplies aswell.. in which case, you get rep with that zone's faction, and have a DIFFERENT turn-in npc/location

and thus they stopped all work on them mid-beta

they had the HoA player only animation,like vulpera did in the alpha,
