Nevermind, just checked and his loot-table has the head tokens regardless of difficulty. Yeah, he should be able to drop tokens for every class, but I believe with the legacy loot system it was changed to where bosses just pick a random selection of loot, instead of prioritizing several tokens and filling the remainder of the slots with random loot.

@latent gorge It's not uncommon for people to be buried in all-white robes or for people to wear all white at funerals. Not to mention that angels are typically associated with the colour white. Ghosts are traditionally depicted as all white, and skeletons are a colour known as "Bone White". In many cultures, white is often the colour associated with death and not black. So having a Deathguard dressed in white robes, or like @shy sphinx described it, a "White Grim Reaper", isn't that far-fetched. ๐
