I use the Revenant armor set before I got the DK plate set from Nighthold and its waist was invis. It's just how the armor's coded to compensate for the belt.

only way a leg item will "chop off" a part of the tabard is if it's a kilt/robe, in which only the top part of the tabard shows.
tabards naturally have that gap where the belt is, it just looks empty with some belts not covering that part of the leg armor, and a select few belts will cut off the bottom part of the front of a tabard
