but in a nutshell, Artifacts break a butt load of things, including for some classes, the weapon options that class can use, so they are a cosmetic OVER what you are using
and so far, it is buggy as hell
like sometimes off hands won't even show up OR, if you have an offhand, like on my warriors, the offhand skin doesn't hold
