Am I the only person that doesn't have every full set in the game memorized? Yeesh. I just like seeing things that look good together. I can look at what a person calls a full set, that I might have never noticed before (because I don't generally pay attention to others transmogs in game - too far zoomed out), and draw inspiration from the color scheme or shapes that way. I guess if you have all that shit memorized then it's not helpful to you, but you can always move on if you don't like it.
Even then you still need to find a weapon and sometimes a cloak or tabard that matches. It's a way for some people to step in to being creative in transmog for the first time.

@dim thistle are you USING your artifact?
as they said in yesterdays Q&A, if you currently have your artifact equipped, you can only use artifact skins that character has unlocked and only via the forge in your class hall, however if you have a non artifact equipped, all skins will apper in teh transmog window
