I base all of my mogs on the character and their needs when it comes to the related storylines. Soldiers and such are more likely to have sets but overall they wear what suits their needs.
Transmog is for personal customization of a character so they don't have to look like mismatched quest/dungeon/raid hobos. Quit dissing on people who prefer sets, don't scorn someone for prefering to avoid them. All mog is valid.
Tl;dr: Don't be a dick, let people look how they want to.

Then using WoWhead, you can create your own sets by just browsing. Getting addons like Mogit help as well!

Do alot of pvp. To get marks of honor then do them on all your other characters, send the marks to your main. Gives about 3 sets (if lucky) a day. @old inlet

I'd imagine EXTRA stretchy or strong seams of some sort, if they plan and going around in their human form, and against their will transform, or straight out just keeping everything fit for their worgen form when out in public.
I mean when I roleplayed a Worgen an expansion or two back on a private server (since at that time I couldn't afford to keep a subscription going)
I just said that my char had an extra identical outfit for Worgen form, as in Human form.
