my guess is they didnt want to announce something that is very much not ready and fully overshadow their mobile game

diablo 3 left a bad taste in a lot of people's mouths, and even though RoS did a lot to fix that, it didnt sell as many copies as the base game. Another expansion on top of that wont bring those people back, since its very likely only X% of people who currently own RoS would buy the next expansion.
Add on to that the blog post which implies they are working on something big, and the end of new content via season 12 or season 13, and there is no reason they shouldnt be working on 4
