To everyone that has tried anything and everything and still no luck: i'mma break it down for you - it's a Windows permissions issue, simple as. If you using a Microsoft account, with windows 10 and that one drive nonsense, the folder where Fallout AND skyrim attempt to save is Read Only and there is NOTHING you can do to change it.
What you CAN do though is create a new, LOCAL, account (i.e. not a Microsoft affiliated one), make that Administrator and make sure it has the necessary security permissions.
This fixed my Fallout windowed screen problem, the saving problem AND Skyrim's crash on new game start - basically everything. Spread the word, peeps.

I like that you can choose to fill your final smash with a gauge along the smash ball

His final smash is fair
And all his fucked up hitboxes are fixed
Plus being able to inhale gordos means he can play the range game with the rest
Also he actually has hit combos that aren't off nairs
The perfect shield and diminishing return on dodges is good and all, I like those a lot
the QoL on shulk's selector is good though I don't intend on playing him
