Privy requirement.

I think the Privy should be part of the game play. Villagers require seats, but do not require a Privy. Perhaps when the settlement gets over a certain size the villagers start asking for them.
They could also generate fertilizer, perhaps every spring, under the privy a fertilizer pit (like a clay pit) appears and has to be dug out to keep it working.

If you don't build a privy at all, it could well happen that the king orders the construction, at least that's what happened to me yesterday xD

random Harald quest regardless of whether you have privies in your village or not. i always give every house a privy, still got this quest though (privy & washtub)

no, privy is just pure aesthetics. The only furniture piece that they use is the chair, nothing else.
