Eleven v3 (Alpha) is available via API (model id eleven_v3) and documented in the help center. (help.elevenlabs.io)
Studio (the voiceover editor, separate from Dubbing Studio) supports “our latest speech models, including v3,” selectable in Project settings. (elevenlabs.io)

The product changelog is the best place to watch. Note that a DubbingModel enum (dubbing_v2, dubbing_v3) was added to the Dubbing API, but it isn’t described as the Eleven v3 TTS model. (elevenlabs.io)
