I'm sorry, could you please elaborate? I'm not sure I understand. This does not sound like something recent.

There is one reason I can think of when this might happen.

I tried to delete a voice and add a new one on my plan. I then had a pop up say if i delete the voice i will never be able to use it again in the future

Do you have a screenshot? What exactly did it say? Was it a custom clone or a voice from the voice library?

If it is a custom clone of your voice, then yes, you will have to recreate the voice after deleting it; you won't be able to recover it.
If it is a voice library voice and the voice has activated its notice period, once you delete the voice, you won't be able to add it back again.
