We are using the voice "Bella" for our product and noticed that the voice has changed recently. Are you guys aware of this? Is there a way to make it sound the same as before?

If you're talking about this voice in the Library then this is a user generated voice, the original Bella voice has been removed from the system for a few months now.

No we were using the original Bella voice via the api. If we are making an API call are we getting a different voice?
Our product relies on using a consistent voice for a good UX. We have created over a 100k mp3 files with this voice if we have to regenerate them with a different voice it will be very expensive. What are our options?

We're deprecating the voices of Elli, Bella, and Matthew as part of our ongoing effort to enhance and update our voice offerings.
I'm not positive about the API, but I believe they assigned Bella's voice id to a similar style voice to avoid breaking any scripts that use her voice id.
Unfortunately as that voice is no longer available your only option is to reach out to support at https://help.elevenlabs.io/hc/en-us/requests/new to see how they might be able to help with regeneration expense if that is necessary for you (such as providing free characters).
