Hello, only you will have access to the voices you create in VoiceLab.
One exception to this is the upcoming shared voice library feature, which will give users the option to share generated voices from Voice Design. If not opting to share the generated voice it will remain private.
I think you are more so asking about cloning anyway. The shared voice library is expected to only be for generated voices and not cloned voices. It is too complicated to allow sharing of cloned voices.
