make sure you have firstly installed the correct modlauncher and version of it on the server. before moving any files over. in this case . its modloader forge for gameversion 1.6.4-. After that you can move the modfiles configs and all that into the server via ftp. But also make sure you do not add any client side files to the server. as that also will stop it from loading up. make sure its not as a single zip file as well.
