So zombies are respawning in houses I've already cleared + in me and my friends base. We have respawn turned off but they still respawn, help please?

Restarting the server will cause zombies to respawn—this is a built-in game mechanic.
To prevent this, you can try the following:
-Disable zombie respawn in the game settings.
-Claim a safehouse to reduce zombie activity in that area.
-Create a safe zone using the admin panel to keep zombies from spawning nearby.
