These kinds of levels could occur before or after you do scav levels. You could chose the character you play (plus your weapons and position) during the raid or zombie attack, assign weapons to each survivor and have them be either inside or outside the shelter. The level could work similarly to the scav level, just with people by your side and with oncoming enemies (and probably lots more dialogue too). Having a feature like this would also help to greatly distinguish this game from similar ones.
