My theory is the game randomly picks 4 numbers between 1 and X thousand (say 10,000).

Thats how many picks it takes to get Bison.

Everyone will have f3 bison after X many picks.
Some get lucky and get numbers
100, 300, 350 and 900 and have all four within the first thousand picks.

Some get 5000, 7000, 7600 and 9500 and get really unlucky.

The rates are not random or a % chance per pull... you just have to hit your numbers
