As it currently stands of the 60 cards that make up a new tier a quarter of them are "viable" for teams to use.
This seems like a huge amount of work for CD to put into cards that generally get dusted after the first week.
Considering a week after enigma came out everyone who was at "event" level had
2/3 Macho Man
F1 Tama
Pro-F3 Sami
2 F1-3 Females
Not a single male card was in the top 8.
After 1 week.
Thats 45 cards that no one cares about. Cards like Cody, Taker, HHH needed to be at least F1 to even be considered for levelling up to make a pro and even were only useful in extended decks like wargames or RTG.
The whole core gameplay loop needs a power balance.
Event cards, SE and especially LE are so far beyond the power scaling of the base cards there is very little point in ever making a pro unless its femal or in the top 5 or so male cards.
Event cards and Special editions should be in line with the base cards but have unique effects to the team.
Event cards could have "To Deck" abilities (they dont need to be exclusive to BP cards). Heroic boosts that effect chance.
SE cards could have special equipment available at the same time.
LE cards can have those higher stats but be limited to 1 per team (like an exotic piece of gear).

It's stale and realistically a massive waste of effort from your team for cards no one uses... ever.
