Why should there be a priority system? Let the forces from volley, headers, and tackles be applied to the ball and allow the ball to respond realistically.
Imagine the ball is going down from the air, at the very same moment in time, these happens:

  • a player tries to blade shot to score a goal
  • an opponent tries to slide tackle from behind
  • another opponent tries to head the ball away from the side
  • a teammate tries to steal the volley and attempt a header towards the goal too
  • and even another opponent tries to blade shot the ball away
  • finally another teammate somehow tries to rainbow flick to control the ball
Let the mayhem of forces happen to that ball!!

Absolutely spot on—this is brilliantly articulated. What we need is a robust collision system that allows physics to dictate the outcomes. It's crucial that our perceptions align seamlessly with the game's functions.

its not how the game is designed, im not a dev so maybe im totally wrong but I think you are essentially asking to completely rewrite the games logic.. which wont happen. They just need to balance out priority. This is the system we have, it can work but requires significant fine tuning.
