It's temporary, until we find voice actors for those roles
You're welcome to voice act yourself if you think it ruins it that much.
Due to the size of the campaign, there's 6 'main' roles, 3-4 Other important speakers which take priority. The guy giving that briefing is only speaking during that part, and doesn't reappear for the rest of the campaign.
