Nope, this allows you to change the encryption key for a radio. You can only communicate with another radio if frequency and key matches.

All radios are already loaded with a default faction-specific key. So you don't really need this, unless an enemy captures your radio and you want to resecure communications by changing the key.

One thing to keep in mind is that antennas do not support relaying communication of keys other than the default faction-specific key, so it's probably only useful for SR squad level communications for now, while the platoon probably have to stick to default key.
