The keybind always works, but it will always remove the mag first.
Is it a randomized on how many times you need to rack it?

will it be affected by conditions of the gun? coalition made a system of if the gun was wet, muddy etc it had a higher chance of jamming?

It won't affect vehicles. Modded weapons have to inherit from the base weapon prefabs and implement a bolt rack animation for CMD_Weapon_Reload on 1.
