I THINK I found a solution but I'm wondering if there's a more graceful way to do it. I realised my faction wasn't registered in a testing world I was using but the character can access the builder in my regular world that has the factionmanager/loadout managers set up. I have created duplicated prefabs of the USSR building compositions and changed their affiliation to my custom faction and threw them in an overridden compositions_freeroambuilding config!

Seems like a lot of work to get it done so I'm hoping we get a better solution maybe 😄
