rotate it until it fixes your carpel tunnel
If you'd prefer to use the gyzmo, hit T and the tool shelf will pop up on the left side
I'm clicking on the white outer ring of the rotate gyzmo and doing that to get the arm to stick out

I think you may have rotated it a WEE bit too much
I don't think that's physically possible

like if you shove something into yuor shoulder you'll notice your elbow and conly go up and down
rotate the forearm individually
okay try this
with the upper_arm_ik.R rig selected
make sure you on local transformation orientation
(or global if you just want to hit Y once )
top left, jus giving a reference for where to find it
but with that rig selected
Hit R (rotate)
hit Y twice to align it to the Y axis (forward/back for the soldier)
type 30
hit enter and see what that does
