I don't know if running the backend locally requires you to communicate with the main reforger infrastructure.

As your error message mentions requiring something to be downloaded, and it's failing, it makes me think there's some kind of central database being queried for that data. Unsatisfied dependencies need to go somewhere to ask. But this is all total speculation on my part, I'm not a server expert sorry!
