Well I the idea that possibly unarmed could be less armed more like they have civilian clothing and a chest rig with ammunition for whatever weapon they have. Also platoon leaders and other more higher up forces might be more militarized but that’s just what I’m thinking.
I’ve made militia mods before and this is probably what I will end up doing.
