Heya!
Environment sounds generally work in two ways:

  1. By changing "2d beds", stereo sounds that play all the time and change depending on the environment and
  2. by playing sounds from entities around the player, such as trees and buildings.

None of those two would really fit the distant artillery thingy. The 2d one maybe, but then it'd just be a regular stereotrack and the sounds would "turn with your head".

I think the best way to approach something like this would be to create a "simple" scripted system that creates entities whose sole purpose is it to play an artillery sound at a set distance from the player. But this would require some scripting, of course.
