It's permanent and doesn't interfere, so you might as well add it to init.sqf, and just let your players know.
players won't be in spectate, so it woudn't do anything.
admins may go in and out of spectate right?
so unless you want to add/remove per time they go in/out, you can just leave it.
you could just check if the player is admin and only add it if they are.
