Would this solve the problem when two players with a radio backpack are in the same place and they have to be persuaded to remove the radio backpack, at least for a second, in order to appear on another player with a radio backpack in a different place?

Possibly...yes. The issue you are speaking about is related to the limitation of active radios. The limit can increased, but can't be to high (like having 20 deployed radios around). I would say number of allowed radios should be equal to number of active groups.
