You can tax others (hostile) with high docking fee's, why not everyone?

Because the game developers believe that charging high prices to the trading faction is unreasonable—they are supposed to be a peaceful faction. Meanwhile, the neutral faction has a very complex composition and often includes a large number of new players. Charging these players a price of 1800 would put them under significant pressure.
