If possible, please update your graphic drivers, as it can help.
Besides that, please consider lowering the preset from Max Quality to just "Quality". I understand that it might not be desireable but the water feature is still new and we will be working hard to improve performance.

you misunderstand. I alredy changed from max quality to balanced. and balanced is the preset giving me awful performance

I'm not tech savvy by any means, so just talking from my personal experience.

I recently had to disable resize bar for another Vulkan based game and didnt enable it again yet. So far no negative impact.
With FSR Quality and Framegen I get 120 fps. (9800x3d / 9070xt)

As I read about another game causing problems with Vulkan and resize bar enabled it might be worth a try to disable it and see if there's an improvement for you.

If you have an Nvidia card, you can apparently check in the driver. I recently learned that Nvidia uses a whitelist for resize bar and some games are disabled/enabled by default.
