also I know you uninstalled your drivers and reinstalled them already but according to our programmers it does look like your driver installation might be borked still, which would be the source of your issue.
You should try using a tool like Display Driver Uninstaller (https://www.guru3d.com/download/display-driver-uninstaller-download/) to scrub all traces of your previous drivers before attempting to reinstall them
