@jovial willow I also had the problem with the quest, but playing here I managed to complete it by picking up the Harp again, try picking up the Harp or another item from the previous quest again to see if it completes.

yeah it works for me now, was able to talk to hugo vanderhall again and the quest continued wiith speaking to the Barde Valory
