Most you can do is add a password for each setting which then "enables" that option. A person coming in with the correct password gets the setting the password is setup for. You cannot edit those setting, nor add to them. This is a rather "fixed" state for that security.
I see what you're saying. The only way to "mix and match" permissions would be on a Dedicated Server.
I was afraid of that, and not really interested in a 100% uptime dedicated server just for my family and friends to play on once in a while.
You could host the dedicated server on your PC or another PC on your network, and only spin it up when needed - if the legwork is worth it to you
That I can do, machines I have aplenty doing nothing around my home.
