But is doing NOTHING :). The game does nothing if noone is connected, nothing it's spawned, etc. The server just waits for connections. Having the RAM full makes sense...having the CPU running at 40% does not...

It does something. crafting stations are still processing, plants are still growing and respawning.

day/night cycle still going, Wells still refreshing, so when no one is connected, it is still doing stuff

Not to mention that its sending query's to the server browser and all that. surely, that shouldn't take up even a % of cpu utilisation, but saying it does nothing is not valid
