Yes. Quest is started and i have to find the first hollow halls. But when i'm there the quest doesn't continue.

Also the map icon is already explored.

If you are using the same character, quests are based on character progression. So your character "knows" about the location even though you explored it somewhere else

But you will still need to collect the NPC there

I finished the first dungeon and collected the npc. Quest still says 'Find The Hollow Halls'. Just right now i placed the NPC in my base and the second quest started. First quest is still active.

You probably just need to visit the start of the halls then

When using the portal, quest tells me to go back.

Just adding a +1 to this report as well. We ran the dungeon with a friend on their world. Came to ours and exactly same behavior as mentioned here.
