The "blur" is coming from the low base FPS.
30 FPS is the bare minimum

Polly not, only with Performance off but that would drop performance by a lot

can u show ur taskmanager performance without any game open

it might be resource issue

happened to me .... my explorer was using almost 50% of my cpu for no reason

#

i had to make a force killer script to terminate it continuously for 2-3 mins

after that it started working fine
