#Base FPS Stuck at Monitor Refresh Rate

After about 10 hours of troubleshooting overlays and limiting programs, I still haven't figured this out.

The Problem: My base framerate while LSFG engaged is capped at my monitor refresh rate. So for 2x LSFG, I see either 60/120 or 165/330 depending on the monitor.

My setup:
Win 11 25H2
9800X3D
X870E Taichi Lite
RTX 5080 (MSI Shadow 3x OC) - Render GPU
RTX 5070 (MSI Shadow 2x) - Secondary (LS) GPU
Both at PCIe 5.0 x8
2x32 GB RAM

Monitor 1: 4k 60 Hz monitor, no VRR, no HDR
Monitor 2: 3440x1440 165 Hz monitor, Freesync/G-sync, HDR. AW3423DWF

I have tried a few games in multiple configs. Mostly Hades. RTSS and Special K both showed 500 fps at 1080p in menu. Game always in windowed or windowed borderless.

List of failed attempts:

  1. Tried with both monitors together, trying all LS output display options, even ones that don't make sense, such as running game on Monitor 1 and setting output display to Monitor 2, just to see what would happen.

  2. Unplugged the other monitor, ran through different options, then tried the other monitor.

  3. Swapped between DXGI and WGC after every change. Often closing LS and game in between scaling in case that makes a difference.

  4. Ran both LS and game directly from directory with Steam, Discord, Nvidia app, Razer, SignalRGB all manually closed and also in diagnostic startup mode.

  5. Disabled all overlays and even notifications I could find.

  6. Windows settings: the 5080 is set to "Default high performance GPU" in System>Display>Graphics

  7. I've checked and unchecked "Optimizations for windowed games" "Hardware-accelerated GPU scheduling" and "Variable refresh rate" (on Monitor 2). Not sure if I've tested every combo off enable/disable here.

  8. In NVIDIA app set to G-SYNC on and off, "full screen and windowed". I also flip flopped Scaling from GPU to Display and Color from Default to NVIDIA including "Override to reference mode" Also, for "Vulkan/OpenGL Present Method" I have swapped to "Prefer layered on DXGI Swapchain"

I suppose I could add why I'm aiming at a higher fps. I want to benchmark what this setup can do to post to the secondary GPU list. Also, how can I be sure LS is actually doing anything to the game if it's just reading my monitor refresh rate?

Another odd thing is on my 165 monitor, I used RTSS to cap the frames at 60 and 100, and the output of LS seemed legit and RTSS confirmed fps to be at 60 (LS 120) and 100 (LS 200). So it seemed to be working until my in game fps was higher than refresh rate?

Umm, that's how it's supposed to work xD LS caps base FPS at max refresh rate.
