#FPS fluctuates past limit when moving mouse around menus in games (GSYNC)

When in menus in Helldivers 2 or ELDEN RING, I notice that when I move my mouse, my cap goes all the way to my computer's refresh rate. The second the mouse stops moving, it goes back down to 60FPS. I have put several locks in place to make sure the FPS is locked, and I don't believe I have any overlays enabled (I disabled Discord, NVIDIA, Steelseries, Steam, RTSS) and I'm still having the issue.

This only happens in menus. If my cursor is not visible on the screen (AKA, turning the camera instead), the FPS does not fluctuate. Could have something to do with my cursor? No clue.

It's annoying because I use GSYNC, and it seems the fluctuating framerate is causing my screen to flicker, as in the VRR Brightness that flickers with GSYNC enabled and frames going all over the place.

Anyone have a fix for this? It's so weird it only occurs when I move my cursor..

Some more things I've tried:

  • Turn VSYNC to "use 3d application setting" to let the game decide what to do. No change.
  • Moving my cursor to another monitor without the game. The framerates were consistent as long as my cursor is in the game window.
  • Setting my FPS cap within NVIDIA Control Panel and RTSS. (RTSS overlay is off by the way). These caps did not stop the issue.
  • Turning off the GSYNC indicator. It did not help and also comes back when lossless scaling scales an application)
  • Tried closing Steelseries completely and launching the game, since I use Steelseries to clip videos. Same issue. Steelseries was actually part of the problem, see below!
  • Turning all the cursor options on in the LS settings and rescaling. Also tried turning them all off. Both result in the same framerate behavior.

Solved!
It was two parts.

Steelseries. I didn't test it well enough, but I found that the fix was either turning off Steelseries Moments if you don't use it, or changing the capture engine from 2.5 to 2.4. This resolved it for me.

Discord. It turns out Discord enabled clipping, which I remember distinctly disabling in the past. Either way, the option had to be disabled again.

TL;DR: It seems that capture programs are not super duiper friendly with LS unless it's Steelseries Moments on Capture Engine 2.4.

I'm sure that's true technically, but both of these things were with overlays off in the UI. I wasn't aware that the inivisible clipping would be overlaying.
