Did you try using ddu and reinstall amd driver? Also tried removing lossless and reinstalling it?

When I limit fps using RTSS, lossless scaling doesnt see the fps limitation

when i use lossless scaling before x4 update i used dxgi
I didn't tried amd fps limiter
win 10 should always use dxgi if nothing goes wrong

you should try using display driver uninstaller. It can fix it maybe

i last updated the drivers yesterday, will ddu work?
before that i updated it in the 7th month
ddu will remove your driver completely. It is not about updates or anything
make sure to keep a installer for latest version driver

How you should use ddu is easy. Make sure to disable wifi then start windows in safe mode. Then open ddu and select display driver amd. Select recommended option which is remove and restart pc. Then it will start normally. Still dont enable wifi. Then install gpu driver then enable wifi. That is it. We disable wifi since it can download amd driver etc
This will also help your performance if you had corrupted driver before without you knowing it. It can seem to work okay but may cause problems you may not notice
