Also, should I "allow tearing" in LS, then enable Vsync in the Nvidia Control Panel or game? As well as enable low latency mode "ultra" as well?

I'd say so, yes
Besides Low Latency Mode maybe. I just have it set to "on"
But I do have Gsync+Vsync in the driver and Allow tearing in LS
And I play slightly below my max refresh rate
