I don't think we should be getting the recipe for clown hair twice as there is no current purpose of getting multiples of the same recipe.
You get clown hair recipe as part of level up rewards and as part of the place 200 ropes in rope spots achievement.
I suggest to change that reward to a different recipe or change the rewards for that achievement entirely so it's more worth working for that achievement.
